How to do it:
Go to contacts.google.com on your computer web browser.
Sign in with the Google account that is synced to your Android phone (or iPhone, if you sync Google Contacts to it).
In the left sidebar, click "Import".
Select "Select file" and choose the CSV file you prepared.
Click "Import".
Once imported to Google Contacts, ensure your phone is syncing with that Google account (as per step 4 above). WhatsApp will then pick them up.
Import to iCloud (for iPhone users):
You can import contacts into iCloud, which then syncs to your iPhone.

You might need to convert your CSV to vCard (.vcf) format first using an online converter or spreadsheet software.
