Entrepreneurs and business owners regarding any draft laws will contain signs of lobbying. And - at the discretion of the NACP - may be interpreted as a violation of the law. Very convenient for the authorities, isn't it?

Are you an individual entrepreneur or a representative of a public organization? Do you not like the government's new tax initiatives, and did you write about it? You are an unregistered lobbyist, pay a fine.

At the same time, the law does not provide for ANY responsibility for government officials. Officials will not be required to publicly report on meetings with lobbyists - in fact, just as they do not report on them now. There is not a word in the draft about dozens of "advisors to the President's Office", who, in fact, currently hold a monopoly on Ukrainian lobbying. Although, in theory, they are the ones who should first of all come out of the shadows and conduct their activities as transparently as possible.

Yes, a law on lobbying is needed. But it is definitely not like this. This law cannot be adopted, because instead of introducing transparent mechanisms, it only provides for the introduction of a new "watchdog" for business and public special database organizations and actually prohibits business from publicly criticizing the legislative decisions of the authorities. Small and medium-sized businesses will completely lose the opportunity to somehow convey their position to officials. The wall that the authorities are building between themselves and taxpayers will resemble the Mezhyhirya fence of the Yanukovych era.
