Example of developing a procurement method:

Post by sadiksojib35 »

Multi-lot purchases are carried out when it is necessary to purchase goods, works or services that are technologically or functionally related. Breaking down the purchase into separate lots allows you to expand the range of potential suppliers, attracting not only those who can supply all items at once, but also those who are ready to supply individual lots.

An example of a purchase from two lots: the purchase morocco whatsapp phone number of services for the insurance of the customer's goods and services for the insurance of the customer's real estate.

Multi-lot purchases are also used when the same type of goods need to be delivered to different regions.

Example: a motor transport company purchases fuel for refueling passenger buses in 4 different cities. 4 separate lots are formed for each city.

Rebidding and procurement with an alternative offer. A rebidding stage can be added to the procurement: after suppliers have submitted prices and have been distributed among the places, the customer can give them the opportunity to submit improved prices again. An alternative offer is the same, but with the possibility of improving not only the price, but also other delivery conditions. This procedure is quite complicated and therefore rarely used, but it does exist.

When using "other" methods, the procurement scheme is determined by the customer himself. It is important to promptly and competently enter it into the Procurement Regulation and post updates in the EIS.

How to do this?

Let's take as a basis the scheme of some basic method, for example, a request for quotations.
We call our method “Request for prices”.
We are removing the reference to Part 6.1 of Article 3 of Federal Law 223 on the use of equivalents.
We reduce the period for submitting applications, for example, to two days and set the period for concluding an agreement at a maximum of 20 days (we remove the condition that an agreement cannot be concluded in the first 10 days).
Add a phrase stating that this procurement method can be used for SMEs.
The purchasing method is ready!
We add a description of the procurement method to the Procurement Regulation.
We are posting the updated Regulation in the EIS and adding another method to the list of procurement methods in the EIS.

In conclusion, I would like to emphasize that the choice of procurement method is not just a formality, but an important tool for ensuring transparency, efficiency and cost savings. A correctly selected procurement method will allow you to avoid claims from regulatory authorities, as well as get the best conditions for price and quality.

Do not forget that the legislation is constantly changing, so it is important to monitor updates and consult with lawyers to correctly apply the rules. We hope that this article will help you understand the features of different procurement methods under 223-FZ and make the right choice for your organization.
